The DCA Circular is a guide for chain of command, authority, and purpose within a region. This document focuses on the Pacific area, and deals with network systems management to support USCINCPAC missions. It also deals with present and future issues related to network management, division of labor between personnel, and also looks at the geographical limits of power.

Communications is key to successful military operation. This document looks at the complexities of military network systems in the Pacific, paying close attention to methods of handling situation, authority of personnel, and potential problems.

“The mission of DCA-PAC is to exercise operational direction and management control of the Defense Communications System (DCS) within the assigned geographical area in order to support USCINCPAC in the execution of DCA-PAC assigned mission and to meet DoD telecommunications requirements.” [p.1]
