8th Perscom Memorandum 10-1 Organization and Functions

The 8th PERSCOM mission in Korea was to provide support systems for personnel and soldiers in preparation for and in the event of armed conflict. The organization was activated in January 1982 in order to consolidate administrative support and increase efficiency. With pervasive tensions between North and South Korea, an effective peacetime organization was established that could effectively transition to full mobilization with minimum disruption to personnel support.

This report presents the official Organization and Functions Manual for the headquarters of the 8th Personnel Command in Korea.

“The mission of ROKA Affairs Liaison Officer encompasses two broad functions: (1) Liaison between the Republic of Korea and U.S. Armies on any number of issues…and (2) Coordination of projects aimed at improving this unique military relationship.” (p 3-2)
