Climate Change Bill 2010 – Victoria, Australia               

This research brief provides an overview of the main provisions of the Victorian legislation, background information on climate change, an overview of the state government’s white paper action plan, stakeholder responses, and legislation in other jurisdictions. The main purposes of the Bill are to facilitate the consideration of climate change in areas of government decision making; promote collaboration and innovation in response to climate change; and develop a climate change adaptation plan.

Climate Change and Regime Perpetuation in North Korea     

This paper examines the vulnerability of North Korea’s agricultural sector to climate change and assesses the impact of climate change on regime stability. It argues that climate change may weaken the Kim Jong-il regime by disrupting North Korea’s agricultural sector, leading to greater food insecurity and erosion of the state’s institutions. The paper finds that North Korea has limited capacity to adapt to climate hazards, which could exacerbate existing stresses and push the regime into terminal decay.

Pro-Poor Adaptation to Climate Change in Urban Centers       

This study attempts to better understand what poor households, small businesses and communities are doing to cope with climate change impacts. It selects two urban sites – Mombasa and Estelí. The study suggests that urban adaptation planning should include a component which looks in detail at the current realities of climate change (negative impacts of changing weather patterns, and the strategies which build resilience) for the urban poor.

Coastal Inundation under Climate Change – Queensland, Australia      

The paper explores the issues involved in assessing the real costs and benefits of planned adaptation on coastal residential housing and select infrastructure (commercial and educational buildings, roads and railway infrastructure) to reduce exposure to future hazards from inundation events. To do this, it uses data from South East Queensland (SEQ) – a region recognised as facing a high risk of inundation in the future.

Unpacking of Resilience for Tackling Climate Change     

This working paper focuses on academic conceptualisation of the concept of ‘resilience’ in social, ecological and socio-ecological systems. It reviews 16 overlapping conceptualisations of resilience outlined to date from the literature. The paper analyses the existing conceptions to make an attempt to distil the diverse views into a set of key characteristics and indicators.
