1.    Reducing Agricultural Sector Vulnerability – Policies

This article investigates several policy changes (climate-specific and other policies) that may reduce agricultural sector vulnerability in Mali. The policy set includes migration of cropping pattern, development of high-temperature-resistant cultivars, reduction in soil productivity loss, cropland expansion, adoption of improved cultivars, and changes in trade patterns.

2.    Fiscal Incentives to Increase Vehicle Fuel Economy

The presentation analyzes economic incentive options for increasing Canadian vehicles fuel economy. Options to reduce GHG emissions from light duty vehicles include feebates (every vehicle is subject to a fee or a rebate depending on its fuel economy), incentives and disincentives. The instruments are analyzed in David Greene’s Feebate Analytical Tool Model. Harmonized Canada-U.S. feebate yields more than double the reduction. The system is recommended to China.

3.    Water Policy Frameworks – Climate Change Adaptation

The study examines current water policy frameworks in four countries (Canada, Finland, United Kingdom and United States). It analyses how adaptation could be incorporated into these frameworks.

4.    Linking Adaptation and DRM for Poverty Reduction

The report uses grounded examples in Vietnam. It provides insights into how more integrated approaches to disaster risk management (DRM) and climate change adaptation can be built. The study assesses what changes may be required if such practices are to address future risks, especially in low-income settings.

5.    Increasing Resilience to Climate Change in Sudan

The paper highlights community-based development activities which build adaptive capacity in the face of climate-related shocks. It conducts case study research in rural Sudanese communities. The paper explores the role of different integrated development measures in community coping and adaptive capacity.

6.    Local Action on Climate Change – Conference

Capita’s Local Action on Climate Change Conference is being held on 18 April 2007 in Central London.  The conference intends for local authorities and those working with them to address the challenges of climate change: both mitigation and adaptation.
