The paper presents guidelines on how to best engage stakeholders on the issue of climate change adaptation. It puts forward a preliminary model of adaptation engagement. The model is presented as a pathway of stages, with different drivers and barriers relevant at different stages along the pathway.

The paper identifies key climate change threats to infrastructure, and links those threats to current U.S. infrastructure resources at risk. It assesses and incorporates the current adaptive capacity to respond to those threats. The paper identifies opportunities for enhancing adaptive capacity through public and private sector initiatives.

The paper suggests a methodology to calculate the economic cost of adaptation for physical infrastructure in Bangladesh. It considers that the economic costs of adaptation require development of economic models for different sectors. The paper develops economic models for water management, health, and transportation infrastructure in the coastal zones of Bangladesh.

The report argues that index insurance shows some promise as a climate-risk management tool. The Climate and Disaster Governance (CDG) Programme offers research bursaries of up to US$1,000 to developing country researchers to support research into how different governance arrangements at the national and local level can best reduce risks from climate related disasters. Proposals may be submitted by 31st July 2009.
