1. Inter-Korea Relations

Agence France-Presse (Jung Ha-Won, “S.KOREA SAYS TO ‘ACT RESOLUTELY’ AGAINST N.KOREA PROVOCATION”, Seoul, 2010/08/10) reported that the ROK military vowed Tuesday to “act resolutely” against future provocations after the DPRK fired an artillery barrage into waters near the two countries’ disputed Yellow Sea border. Some 10 of the 130 shells fired Monday evening landed on the ROK side of the line, Seoul military officials said. The ROK military in a faxed message to the DPRK described the firing as a “significant provocation” that violates the armistice and a non-aggression agreement between the two Koreas, a spokesman for the Joint Chiefs of Staff told AFP. “If North Korea continues its provocative actions, without apologising for the Cheonan incident, South Korea will act resolutely,” the spokesman quoted the message as saying.

2. ROK-Japan Historical Disputes

Kyodo (“JAPAN GOV’T APOLOGIZES FOR COLONIAL RULE OF KOREA”, Tokyo, 2010/08/10) reported that Japanese Prime Minister Naoto Kan apologized Tuesday to the ROK for Japan’s past colonial rule of the Korean Peninsula. In a statement released ahead of the August 29 centenary of Japan’s annexation of the peninsula, Kan expressed deep regret over the suffering inflicted during Japan’s colonial rule from 1910 to 1945.  It said that Japan again expresses its feelings of ”deep remorse” and ”heartfelt apology” for the tremendous damage and suffering brought about by the colonial rule. Unlike the statement by Tomiichi Murayama in August 1995, which apologized to Asian victims of Japan’s past aggression, the latest document was only directed at the ROK. It did not touch on the DPRK.

3. Sino-ROK Relations

Yonhap (“S. KOREA TO INCREASE NUMBER OF MILITARY ATTACHES IN CHINA”, Seoul, 2010/08/10) reported that the ROK plans to add one more military attache to its embassy in the PRC by the end of this year, officials here said Tuesday. The addition would bring the number of ROK military attaches in the PRC to six. Seoul expects the increased staff to strengthen its intelligence gathering capacity on the DPRK, officials said. “An Army colonel will be sent to the South Korean embassy in China by the end of this year, as the importance of military cooperation with China is growing,” one official said on the customary condition of anonymity.

4. Cross Strait Relations

China Post (“MND DENIES REPORTS OF US ARMS DEALS BREAKDOWN”, Taipei, 2010/08/10) reported that the Taiwan Ministry of National Defense (MND) on Monday denied a newspaper report that said Taiwan’s hopes of procuring diesel electric submarines and F-16 C/D jet fighters from the United States have dimmed as the PRC has brought intense pressure to bear against the plan. The report was not true,” the MND said in a press statement. “We have never received any U.S. notice saying it would cease arms sales to Taiwan, nor have we ever come to any conclusion that the U.S. would stop mulling the two deals.”

5. ROK Climate Change

Yonhap (“S. KOREA POISED TO DRAW UP GREENHOUSE GAS REDUCTION PLAN”, Seoul, 2010/08/10) reported that the ROK will establish a comprehensive greenhouse gas reduction plan by March so it can take positive steps to help stem global warming, the government said Tuesday. The Ministry of Knowledge Economy said it will create a special energy conservation and greenhouse gas reduction committee that can set up policy goals and plot a course for future research and development (R&D) efforts. Efforts will also be made to get feedback from industry and the energy sectors that release about 95 percent of the country’s greenhouse gases.
