John Bickel is the Director of Evergreen Safety & Reliability Technologies, LLC, a consulting firm located in Evergreen, Colorado. He graduated with degrees in Applied Mathematics and Physics from the University of Vermont and received his Masters Degree in Nuclear Engineering and Doctor of Philosophy in Engineering Science from the Rensselaer Polytechnic Institute. John is an expert in Nuclear Power Plant instrumentation and control systems, reliability and risk analysis, system design, and safety analysis. He worked for Combustion Engineering on the design of the CE System 80 Nuclear Steam Supply System in the 1970’s and later with the U.S. Nuclear Regulatory Commission. He was the Manager of Probabilistic Risk Assessment at Northeast Utilities from 1980-1989. He subsequently held positions in the early 1990’s of Unit Manager, Group Manager, and later Department Manager in the Systems Safety and Risk Assessment areas at the Idaho National Engineering Laboratory. He joined SCIENTECH and in the late 1990’s managed the international nuclear regulatory and licensing support business for foreign nuclear regulatory authorities. Professionally active as a nuclear safety and international nuclear regulatory consultant, John has consulted for the U.S. Nuclear Regulatory Commission, the U.S. State Department, the Czech State Office for Nuclear Safety (SUJB), the Lithuanian Atomic Energy Safety Inspectorate (VATESI), the U.S. Department of Energy, the Korean Peninsula Energy Development Organization, the European Bank for Reconstruction and Development, and the International Atomic Energy Agency. He is the recipient of the 1983 American Nuclear Society Engineering Achievement Award for Pioneering Work on Post-Accident Hydrogen Control. He is the author of IAEA-TECDOC-593, “Case Study on the Use of PSA Methods: Station Blackout Risk at Millstone Unit 3”, the co-author (with D. L. Kelly and G. P. Simion) of a textbook; “Probabilistic Risk Assessment: Applications for Nuclear Reactor Inspection”, and co-author (with E. C. Abbott) of the NRC Report: NUREG-0807, “An Evaluation of Licensee Event Reports Related to Nuclear Generating Station Onsite Electrical Systems Malfunctions”. |

Boris Dynkin was born in 1949 in Blagoveshchensk city of the Amur area. He works as the Vice-Rector of Far East State Transport University and Head of Electric Power Supply Department, Professor, Dr. of Technical Sciences. Until 1971 he served on the faculty of Electrification of Railroads of the Khabarovsk Institute of the Railway Transportation Engineering, specializing in “Electrification of a railway transportation”. In 1981 he successfully defended his dissertation at the Moscow Institute of the Railway Transportation Engineering on the theme “Research and development of methods of account of currents of short circuit and devices of relay protection for system of electro supply with auto transformers,” earning himself a Doctorate of Technical Sciences. He also defended a dissertation on the theme “Complexes of relay protection of electric power supply systems of an alternating current (theory, experiment, and practice)” in 1999 at the Moscow State Transport University. Dr. Dynkin is in charge of research carried out for the Ministry of Means of Communication, which oversees many railroads of the Russian transport network. He also conducts research for regional power enterprises and electric power systems. Dr. Dynkin holds about 10 patents and has published more than 70 scientific works. He also trains post-graduate students and is a member of the St.-Petersburg Branch of the International Power Academy. |

Peter Hayes, Executive Director of the Nautilus Institute for Security and Sustainable Development, is a scholar working at the nexus of security, environment, and energy policy problems in Northeast Asia, with a special focus on North Korea. He both studies and seeks to shape energy policy in the region, where military and economic policies will have a significant effect on global security and environmental preservation in the twenty-first century. Through the Nautilus Institute, which he co-founded, he has strived to enhance the area’s security, prosperity, and environmental sustainability, combining rigorous multidisciplinary training and technological knowledge with cultural sensitivity, policy acumen, and diplomatic skills. His contributions were recognized through the receipt of a 2000 Mac Arthur Fellowship. Hayes received a degree in history from the University of Melbourne (1977), and a Ph.D. (1988) from the University of California, Berkeley. He has served as an energy and environment consultant for such organizations as the United Nations Environment Programme, the World Bank, and the U.S. Agency for International Development. He has authored or co-authored many books and studies including Space Power, Booster Rockets and ICBM Proliferation (Westview, 1996); co-author and editor, Peace and Security In Northeast Asia and the Nuclear Issue (MA Sharpe, 1996). |

Lev A. Koshcheev was born in 1932. In 1955, he graduated from Leningrad (now St. Petersburg) Electrical Engineering College and since then he has been working in the High Voltage Direct Current Power Transmission Research Institute (NIIPT). Dr. Koshcheev is also a professor of electrical systems sub-faculty in St. Petersburg State Technical University. His principal scientific activity is concerned with the scientific and technical aspects of Russia’s Integrated Power System development. In particular, he focuses on the problems of stability, reliability, control and counter-emergency control in complex power systems and long distance power transmission systems. In 1964, he defended a Ph.D. thesis on the problem of electrical power transmission from distant HPP stability. In 1987, he defended a doctoral thesis on the problem of counter-emergency control build-up for the complex power system, which includes the multi-terminal HVDC. |

Dr. Masami Nakata is the Senior Energy Program Officer at the Nautilus Institute for Security and Sustainable Development. She has a B.E. and M.E. in materials science, and received her Ph.D. from the Tokyo Institute of Technology in Japan, where she researched amorphous silicon solar cells. During her doctoral program, she participated in Japan’s “Sunshine Project,” a research program organized by the Ministry of International Trade and Industry (MITI) to develop renewable energy technologies. Before joining Hitachi Ltd. in Japan, she spent three years in the department of electrical engineering at Princeton University as a post-doctoral researcher on photovoltaic technology. She worked at Hitachi as a semiconductor device engineer until coming to the University of California at Berkeley, where she received an M.A. from the Energy and Resources Group (ERG) in December 1999. Her research topics include renewable energy, nuclear energy, and energy conservation policies in industrialized countries, with a special focus on climate change and the restructuring of the energy market. |

Alexander Y. OGNEV is the Head of the Development and Investments Department of Representation of RAO EES of Russia Vostokenergo, Khabarovsk, Russia. He graduated from the Khabarovsk Institute of the Engineers of Railway Transportation in 1974, where he specialized in Power Supply. He then worked in the Design Institute, and from 1980 worked as the Chief of the Perspective Development Department of The Incorporated Power System of the Far East. He has been engaged in the sphere of forecasting the development of Energy Sector of the Far East of Russia as a Researcher for more than 10 years. He received his Ph.D. from the Siberian Energy Institute of Siberian branch of the Russian Academy of Sciences in 1994. He successfully passed the course of trainings in The All-Union Institute of Professional Skill Improvement in 1980 and 2000. Dr. Ognev participated in the writing of the regional programs for development of Energy Sector in the Far East, including: “The Federal Target Program of Economic and Social Development of Far East and Transbaikalia for 1996-2005” (authorized by the Government of Russia 15.04.1996, ? 48); the program “Development of the Fuel and Energy Complex of East Siberia and Far East For The Period Till 2010”, SEI, SB RAS, 2000?.; “The Far East and Transbaikalia: The Economic and Social Development of Far East and Transbaikalia up to 2010 (2002, authorized by the decision of Government of Russia 19.03.2002 ? 169). Sergei Podkovalnikov is Senior Researcher of the Energy Systems Institute, Siberian Branch, at the Russian Academy of Science. In 1980 he graduated from the Polytechnic Institute, Irkutsk, Russia, with a Diploma in Electrical Engineering. Since 1981 he has been with Siberian Energy Institute (in 1997 renamed to Energy Systems Institute). In 1989 he defended his dissertation on application of fuzzy sets to methods of making decisions on power system expansion planning under uncertainty and multiple criteria. In 1993 he participated in the Young Scientists Summer Program of the International Institute for Applied System Analysis (Austria). From 1997 – 1998 he was with Pace University (USA) as a Fulbright Scholar. He is a member of IEEE. His research interests are: interstate electric ties and interconnected power systems in Northeast Asia; Russian power industry prospective development, in particular for Siberia and Russian Far East; expansion planning of the electric power industry in a market environment; electric power industry liberalization; and methodology for decision-making under uncertainty and multiple criteria. He is the author and co-author of about 50 scientific papers and books. |

Timothy Savage is the Senior Program Officer for Northeast Asia at the Nautilus Institute for Security and Sustainable Development. A native of Boston, MA, Tim received an M.A. degree in History at the University of Hawaii at Manoa (1994) and a B.A. in History at the University of Chicago (1990). He was a Degree Fellow at the East-West Center in Honolulu (1992-1994), and served as a Research Fellow at the Academy of Korean Sciences in Songnam, ROK (1994-1996). He recently served as guest editor of Asian Perspective: Special Issue on the Energy Crisis and Renewable Energy Development in North Korea, Vol. 26 no.1 (Seoul: April 30, 2002). His publications include, “NGO Engagement with North Korea: Dilemmas and Lessons Learned,” in Ibid.; “Toward Neutrality: Korean Reconciliation and Northeast Asian Peace and Security,” in Kang Jong-il and Lee Jae-bong, editors, Is It Possible for the Korean Peninsula to Realize Its Neutralized Unification? Dr. David Von Hippel is a Nautilus Institute Senior Associate working in Eugene, Oregon. David’s work with Nautilus has centered around energy and environmental issues in Asia, and particularly Northeast Asia. He has done extensive analyses of the patterns of fuels use prospects for energy efficiency in North Korea, prepared reviews of rural electrification options and of the impacts of climate change/sea-level rise in Asia and the Pacific, and trained representatives in the use of demand-side management planning tools. He is currently involved in several Nautilus projects, including the “East Asia Energy Futures.” David’s recent publications with Nautilus include “Engaging North Korea on Energy Efficiency,” “Global Dimensions of Energy Growth Projections in Northeast Asia,” and “Technological Alternatives to Reduce Acid Gas and Related Emissions from Energy-Sector Activities in Northeast Asia.” Dr. Von Hippel’s training and experience cover a broad range of topics and applications in the fields of energy and resource planning and environmental management, including energy efficiency, demand-side management and integrated resource planning for utilities, renewable energy, global climate change, acid gas emissions, rural electrification, and energy/environment scenario modeling. In addition to his work with Nautilus, he has worked for a number of private and public agencies, including the World Bank, the United Nations, a domestic (US) gas utility, and Tellus Institute (Boston, MA). Much of his work has focused on training developing-country researchers in government agencies and NGOs from Asia, Africa, and Latin America to use tools and techniques of energy and environmental planning to support sustainable social development. David holds M.S. and Ph.D. degrees in Energy and Resources from the University of California/Berkeley, and M.A. (Biology) and B.S. degrees from the University of Oregon. |

Ms. Yanjia Wang is an associate professor of Tsinghua University. She works for the US/China Energy and Environment Technology Center, an organization founded in 1997 to provide services on technical transfer of energy and environmental technologies. She is also a member of the Working Group of Energy Strategies and Technologies, China Council for International Cooperation on Environment and Development (CCICED). Ms. Wang received a B.S. in chemical engineering in 1984, an M.S. in systems engineering in 1989, both from Tsinghua University. She joined the research staff at Tsinghua University in 1986 and conducted researched on STS (Science, Technology & Society), specifically scientometrics & science development strategy from 1986 to 1988, and theory and methodology of regional development strategy and planning from 1987 to 1990. Professor Felix Wu is currently the Chair Professor of Electrical Engineering at the University of Hong Kong and Director of the Shenzhen Power System Research Center of HKU and Tsinghua University. He has been a Professor of Electrical Engineering and Computer Sciences at the University of California, Berkeley, since 1981. Professor Wu’s research interests cover a wide range of topics in power system planning and operation, including economics and reliability in system planning, real-time security assessment, and design of energy management systems and distribution automation. Recently he has been engaged in research in the design of industry restructuring and electricity pricing. He has held Visiting Professorship at Shanghai Jiao Tong University (1980), Eidgenossische Technische Hochschule, Zurich, (1982), Tsinghua University (1984), Shanghai University of Science and Technology (1986), University of Tokyo (1991), Universita Degli Studi di Cassino (1992), etc. He has worked as a consultant to Pacific Gas and Electric Company, Electric Power Research Institute, Norwegian State Power Board, Taiwan Power Company, ABB, IBERDROLA Spain, and many other companies. He is a Fellow of IEEE for “contributions to the theory and computation methods for power system planning and operation.” He held the 1991 Tepco (Tokyo Electric Power Company) Chair of “Frontier Technology for the Future Electric Energy System”. Professor Wu obtained B.S. from the National Taiwan University, MS from the University of Pittsburgh and PhD from the University of California, Berkeley, in Electrical Engineering and Computer Sciences. |

Yan Zheng received his Ph.D. degree in Electrical Engineering from Tsinghua University in 1991. He then joined the Institute of Systems Science, Academia Sinica, where he became an associate professor in 1994. He joined the Center of Electrical Energy Systems of the University of Hong Kong from March 2001. His research interests are in optimal power flow, nonlinear system theory and its applications to transient and dynamic stability analysis of power systems. |

Dr. Yoon Jae-young received B.S. (1985), M.S. (1987) and Ph.D. (1998) degrees in electrical engineering from Pusan National University. Since 1987, he has been working at Korea Electrotechnology Research Institute (KERI) and now is a principal researcher of KERI. His basic research interest is in power system transient analysis, especially for EMTP and PSSE simulation. Since 1996, he has been studying power system interconnections of Northeast Asian countries. |

Sandro Zero is born in Italy. After obtaining a PHD in Nuclear Physics, he contributed to the development of the nuclear programme in Italy working for the Italian supplier ANSALDO. He has nuclear design and research experience working for GE in California and for Framatome in France. In the late 1990s, he joined the European Commission, where he was in charge of the international relations of the Joint Research Centre, the technical body of the European Commission. Since 2001, he has been Assistant Director at the Korean Peninsula Energy Development Organisation (KEDO), based in New York, in charge of Policy affairs and long-term aspects of the LWR project for the DPRK. |

Zhou Xiaoxin is a power system specialist. Born in Penglai, Shandong Province, China, Dr. Zhou graduated from the Electrical Engineering Department of Tsinghua University in 1965. Currently he is a Chief Engineer of the Electric Power Research Institute, China and Director of the Department of Engineering and Material Sciences, National Natural Science Foundation of China. He was elected a Member of the Chinese Academy of Sciences in 1993. Zhou has devoted himself in research work on power system analysis and control for over 30 years. Since the 1970s, he has made great achievements in the field of mathematical models and computation methods for power system analysis. He was in charge of and took part in a research group to develop a Power System Analysis Software Package (PSASP), the first large-scale power system analysis software in China. The software has been widely distributed and used in the field of power system analysis for electrical utilities, research institutions and universities throughout China. For the past several years, he took part in and led power system research projects. New analysis models, computation methods and key technologies have been introduced and adopted in these research projects, e.g. the first 330 kV high voltage power transmission system, the first +/- 500 kV HVDC power transmission system in China etc. Since 1990, he has been organizing and participating in the research work of Flexible AC Transmission System (FACTS), the new technology for application of power electronics techniques and modern control theories in power systems for the next century. He has been taking charge of the studies of some key research projects on FACTS, e.g. the system study on Thyristor Controlled Series Computation. |
