He writes, “If Washington is content to wait 18 months for a change of parties in Seoul before considering a return to broader, bolder engagement [with North Korea], then US policy rests on a fragile footing. Failure to lead now on these important issues will ensure no progress is made in the near term, and that bolder action will be more difficult in the future.”
